Needs Statement
Older adults experience a higher incidence of persistent pain across chronic disease trajectories and at end-of-life. Data obtained from the NHANES survey indicates that older adults are almost twice as likely to use opioid analgesics compared to younger adults (20-39) for pain management (CDC, 2015). Age-related changes to the body place older adults at a higher risk for adverse events due to an increased sensitivity and reduced clearance of opioids. A lack of education and failure to adequately engage, communicate, and educate providers in evidence-based practices have been found to be barriers to the safe use of pain medications in older adults (FDA, 2010; HHS, 2019).Providing effective, evidence-based continuing education can reduce serious adverse outcomes resulting from inappropriate prescribing, misuse, and abuse of opioid analgesics while maintaining patient access to appropriate pain medications for older adults with chronic pain.
Target Audience
This activity is designed for prescribers and dispensers of controlled substances including physicians, physician assistants, pharmacists, nurse practitioners, dentists, and any other interested health care professionals such as social workers and public health professionals.Objectives

- The Director or his/her designee will review, investigate, forward and/or respond to complaints and will put forth a best effort to adjudicate the issue(s), along with CECentral staff members, within two (2) weeks of receipt of the grievance or complaint.
- If needed, concerns, complaints, or grievances will be brought before the UK HealthCare CECentral Advisory Board.
- Issues regarding activity content also will be reviewed and addressed by the Activity Director.
- A written decision will be issued in a timely manner by the Director of UK HealthCare CECentral or his/her designee.
- Grievances will be considered when planning future activities.
Appeal Procedure
- Persons who wish to appeal a decision should address the appeal by email, fax, or in writing to the Director of UK HealthCare CECentral within two (2) weeks of receipt of the response.
- The Director will bring the appeal to the UK HealthCare CECentral Advisory Board.
- The results of the appeal will be sent to the participant no later than two (2) weeks following the meeting of the board.

Dr. Galluzzi is a graduate of Concord University in Athens, West Virginia, and the West Virginia School of Osteopathic Medicine in Lewisburg. She completed an internship at Kennedy Memorial Hospitals-University Medical Center in Stratford, New Jersey, a family practice residency at the University of Medicine and Dentistry of New Jersey School of Osteopathic Medicine in Camden, a faculty development fellowship in the Department of Community Health at Temple University, and a geriatric faculty preceptorship at the University of Pennsylvania. She also completed the Program in Palliative Care Education and Practice Program (PCEP) at the Harvard Medical School Center for Palliative Care. Dr. Galluzzi is board certified in family practice/osteopathic manipulative medicine, geriatric medicine, hospice and palliative medicine, and pain management. She is also a certified medical director.
Dr. Galluzzi is chair for the board of directors of the Philadelphia Corporation for Aging, a local area agency dedicated to improving the quality of life for older Philadelphians. Additionally, she is a member of the American Osteopathic Board of Family Physicians.
Dr. Galluzzi’s expertise and interest in pain management in the midst of the opioid epidemic has led to her delivering lectures nationally to educate physicians on pain management in the older population.
She is an investigator in ongoing clinical research trials utilizing novel agents to improve analgesia in patients with persistent pain.

Dr. Herr earned a BSN from Truman State University (formerly Northeast Missouri State University) in Kirksville, Missouri, an MSN in Medical-Surgical Nursing from the University of Texas at Austin, and a PhD in nursing from UT-Austin.
During the past thirty years, Dr. Herr has had an interdisciplinary program of pain research, scholarly, and professional activities focused on the problem of pain in older adults, with emphases in assessment strategies, improving practices through translation research and end of life care.
She has served as PI or co-PI on 9 and Investigator on 7 externally funded projects that focus on pain in older adults and has been funded by AHRQ, NINR, NCI, and private foundations. Dr. Herr is co-PI of the College of Nursing’s NINR T32 pre- and post-doctoral training grant focused on Pain and Associated Symptoms and of the University of Iowa’s interdisciplinary Center of Excellence in Pain Education, funded by NIDA.
Dr. Herr presents nationally and internationally on strategies for improving assessment and management of pain in elders and has published extensively on the topic of elder pain. She provided expert consultation to the American Geriatrics Society (AGS), the American Pain Society (APS) and the International Association for the Study of Pain (IASP) in establishing standards for pain assessment in older persons and contributing to clinical practice guideline development. Her expertise in measurement and improving practices led to involvement in national initiatives to develop quality measures for improving pain care in various settings. Dr. Herr served on national panels to examine safety issues related to pain care in older adults, including FDA Expert Panel on Analgesic Management of Pain in Older Adults, NIA/NIH Pain Consortium Expert Panel on Pharmacological Management of Chronic Pain in Older Adults, and Technical Advisory Panel for Medication Safety for Quality Innovation Network-Quality improvement Organization. She provided national professional leadership in service on the Board of Directors for the American Geriatrics Society, the American Society for Pain Management Nursing (ASPMN), and the American Pain Society (APS). Dr. Herr was a leader in the development of national interprofessional prelicensure core pain competencies and in identifying strategies to improve health professional pain education and practices, leading a national effort to provide best practice tools and resources to improve pain care for older adults (www.GeriatricPain.org).
Dr. Herr has received numerous awards for her contributions to geriatrics and pain care for older adults with the most recent being the John A. Hartford Foundation/MNRS Award for Leadership in Geriatric Nursing Research, the Lifetime Achievement Award from the National Gerontological Nurses Association, the Distinguished Researcher Award from the Hospice and Palliative Nurses Association, and the Doris Schwartz Gerontological Nursing Research Award from the Gerontological Society of America. She is a Robert Woods Johnson Executive Nurse Fellow alumni and Fellow in the American Academy of Nursing, the American Geriatric Society, and the Gerontological Society of America.
